“Enabling Small-scale Farmers” is a briefing note based on research that Oxfam America commissioned in Senegal. The purpose of the research was to learn about the extent to which the Feed the Future initiative affects small-scale farmers’ understanding of climate change and their ability to adapt to it. I wrote the briefing note as a way to disseminate the key findings from the research and make recommendations to the U.S. government and other development actors on how to increase individual and institutional capacity to adapt to climate change. My colleague Emmanuel Tumusiime, one of the co-authors of the research, traveled to Senegal to share the briefing note with USAID project and mission staff, Senegalese government officials, Oxfam partner organizations and other stakeholders.
