The UN World Food Program is working to transfer responsibility for funding and implementing the school feeding programs it established to national governments. This is a complex and challenging process for countries that have never had a school feeding program that was not externally administered. This paper concentrates on the specific challenges to transitioning a school feeding program from an external donor to a national government as well as ways to mitigate these challenges.
