Congressman Hall and his long-time friend, Republican Congressman Bill Emerson, established the CHC as a certified 501(c)3 and recruited early private donations to establish a small staff and programs.
A diverse board was created with representatives from the food industry, hunger policy experts, activists from the entertainment world, and several Members of Congress.
The CHC Board gained its first Executive Director, Gene Dewey, a former U.N. Deputy High Commissioner for Refugees and retired Army Colonel.
