Graduate Scholarship Program for Fellows of the
Bill Emerson National Hunger Fellowship
and the
Mickey Leland International Hunger Fellows

H. John Heinz III School of Public Policy and Management

Carnegie Mellon’s Heinz School and The Congressional Hunger Center have created a partnership to provide opportunities for graduate level education to current and past fellows of the CHC’s Bill Emerson National Hunger Fellowship and Mickey Leland International Hunger Fellows programs.

CHC Fellows are eligible for admission to the Heinz School’s Master of Science in Public Policy and Management and Master of Science in Health Care Policy and Management programs. The Heinz School’s programs have been ranked consistently in the top ten public policy programs by US News & World Report. In the most recent rankings in 2005, the School was ranked 4th in policy analysis, 7th in healthcare policy and 8th overall.

Master of Science in Public Policy and Management (MSPPM)
The Master of Science in Public Policy and Management provides students with analytic, leadership and problem-solving skills to address pressing societal issues. Information about the MSPPM curriculum can be found on our website at

Length of Study
The MSPPM is offered as either two academic years of study or three semesters of study, the latter of which is geared to students with prior professional experience or participation in a leadership program such as those offered by CHC. CHC Fellows are eligible for the three semester track of the program.

Program Format and Start Dates
Current CHC Fellows and alumni may begin the three-semester track in May following the completion of their CHC Fellowship and complete the MSPPM program in 12 months, graduating in May of the following year.

Current Fellows, since they do not complete their Fellowship program until August, also may begin the program in September, take classes in the spring semester, take the summer “off” (and undertake an internship or a paying job as they choose), and take classes in the fall, with completion of the program in December. This track requires 16 months for completion.

Scholarship
All fellows (current and alumni) are eligible for a scholarship of at least $6000 per semester if admitted to the program.

Application process
Fellows apply using the School’s on-line application and complete all admissions requirements. These include taking the GRE or GMAT, submitting transcripts from all colleges or universities attended as well as three letters of reference, completing the application form and essay, and sending a resume. Fellows should indicate in their application that they have completed either of the CHC Fellowship programs. More detailed information on the application process can be found on our website at

Deadlines are December 1st for Early Admission and February 1st for regular admission.

Master of Science in Health Care Policy and Management
The MSHCPM program is designed for students interested in areas of health policy and management. The curriculum provides training in analytic methods, policy, leadership and classes specific to the healthcare environment. This three semester program begins in the fall semester. Students attend in the fall, spring and summer semesters and complete the program in August. Details of the curriculum can be found at
